What sort of area is Rassada for painting work?

Why do steel fences and gates in Rassada rust?

Apart from the hill on Koh Sirey, Rassada is almost entirely flat, so a pickup carrying materials reaches a house far more easily than in the hill zones. The limits that do come up concern people and timing.
